That battery will always charge when engine is running. You must have a bad fuse or it's somehow locked out of the system. Check all fuses in the board.
Slide drivers seat forward, press small metal lever near seat track lower right rear to release seat and slide it foward off the track. Now, you should have full access to the leisure, secondary, battery.
