C is the root drive for your operating system so it is not advisable to change the drive letter of C drive. If you are still able to open your computer in Safe mood then I'll suggest you to change the Drive letter of C back to C in safe mood.

first thing you try to boot on safe mood (to make sure that the problem is about operating system windows or the problem could be simply that the display card driver has crashed
turn on your computer
press f8 repeatably you will show a list to choose from like
1 - start windows normally
2 -last know good config .....
- safe mood
press the number crossponds to safe mood the enter
wait until the machine boots
it will look odd the windows don`t worry
go to start menu then select accessories ---- system tools -- system restore
choose yesterday cheek point

When in safemode only the needed Windows drivers are loaded, thus your webcam will not work in safe mode.

try to download the BIOS recovery software from the HP website and copy to a bootable CD or flash drive. here is the link below:

well try opening safe mode with internet
to open safe mood ,,
1.restart the computer and while the computer starts keep pressing f8 or DEL so it shows you an option for openinf with safe mood with internet
