The Toy Watch website has instructions on setting the time. Not sure about the date:
Setting Your TOYWATCH
1. Unscrew crown by turning it toward you.
2. Pull the crown out until you hear a click.
3. Turn the crown to set the time as desired.
4. Push in the crown and screw away from you until it is
tight.*
* If crown is loose warranty covering water damage may be
voided.

hold the left, bottom button (marked ....) for a few seconds....then press the top right button (marked with 1 dot) to change between the hour, minute, date etc. use the bottom right button to advance the flashing number, and when finished setting time and date, use the bottom left button to stop the numbers flashing and return the watch to normal. hope this helps, this is also how to change the date for the other question asker (works on 2 other starck/fossil watches i have and i assume the controls are the same).

I found this document to help me. It is from Armitron. My watch didn't look exactly like the one shown, but the instructions still worked.

If you are still wondering about this, pull the knob out to the first click. turn one way to set day, turn the other way to set date. Pull out further to set time.
