To watch video from usb on TV format is limited toe AVI and not all codecs. I don't understand your question "Can I down load soft ware" What kind of software do you want to download? From your TV? Is it a "smart TV"? Even if it is, I guess you can't download sowtware from it.

it could be a lot of things... did you change for the same make? (it could be a known problem with this particular model) verify with the store... physically check the environment of the TV (by experience I've seen people having plants hanging over the TV and when they watered the plants water dripped on the controls) not good for electronics conclusion is... those kind of switches are what we call buble switches or micro switches and when they go bad it's 99.9 percent because of ware, dirt, or corrosion so if it's new it's not ware, if it's in a clean environment it's not dirt, if it's in a humid free environment it's not corrosion so take your pic and investigate...

might sound daft but plug a lamp into the socket ware the tv was plugged in if that works check the fuse in the tv plug if all ok and still nothing unplug tv for a few hours and make sure power button is out (off) then plug back in then try power button and then try to start tv by the channel buttons on the tv instead of remote

Run amp wire ( usually zero guage very very flexible wire ) through this same hole.
HOWEVER if you don't have enough room you can drill a new hole BUT use a rubber grommet otherwise the metal will chaff the wire and will melt your wiring.
