Cant get the parking brake to release

If the car has been sitting for a length of time especially in wet regions chances are either the brake mechanism or the cable that goes to the rear brakes have rusted and seized up. If the brake actuator itself Weatherby by foot or hand brake or not moving then chances are it's something in one of those two items. You will probably need to pull off the rear wheels and check that the parking brake mechanism is free moving

How to take the brake drums off

They are probably rusted on, but if not it is the brake shoes catching on a groove that was worn in over time. Make sure the emergency brake is off, if you can move drum at all its the shoes dragging, if you cant move at all, there rusted on, either way a good mallet is your ticket...

Cant get front right drum off to replace stripped studs

is the drum stuck on by rust try tapping it with a hammer.

you may have to use a brake adjusting tool and back off the brake shoes to allow the drum to come off.

Adjusting drum brakes, finding adjuster?

You must make sure that your hand brake cable is retracted all the way, most of the time that is the problem the cable is partially or totally seized and the brake shoes cant come back in place. Or with the help of someone else, push gently the brake pedal and see if the brake cylinder is working, the piston of your cylinder could be seized in the rust .
