Launcher is Missing is it a luncher app you downloaded from the playstore or is it the default launcher of your phone because if its just an app that you downloaded from the playstore its missing because a factory reset will erase all your data and apps
If its the dufault launcher is your phone rooted? Did you perhaps uninstall the default launcher using a root tool like link to SD?
If you have uninstalled your default launcher then you would have to flash a stock rom from your phone's manufacturer or download a custom rom from the internet

The launcher is what allows your device to boot, somewhat like the bootloader on a PC. You can attempt to download a launcher from predators and install it, but that would be useless if you cannot use the device, my experience with problems like yours is to do a factory reset, be sure to backup your device if you have things you want to save. With the unit off hold the volume up and power button until you get a screen with options to reset the unit. I use miracle advanced Android tool for most things like backup and restore or removing apps, but the pastor has apps like titanium backup & restore , miracle advanced works through your PC which makes it a better choice, anyway ...good luck
If that keeps up try to resetting your device, that don't help connect to pc back up and factory reset it, try not to down load apps for your keyboard or any launchers keep it simple. Good luck
You may need to do a "factory reset" on it. If you do, see this... See this site... http://www.howtogeek.com/130611/how-to-factory-reset-your-android-phone-or-tablet-when-it-wont-boot/
I just did something exactly like this on my phone. Here's what I did for solving it. NOTE: you will need access to a PC with internet connection and your problem Device must have access to the internet. You also need access to the PLAY store on both the PC and the problem device. From what I understand from reading your explanation this should not be a problem. 1 - Start your Device as normal and when you get the force close message go to the Report option.2 - Once on the report screen (accept the terms and conditions if they appear) you should be able to pull down the notifications bar.3. On the PC go to the play store (you must log in with the same account as the one in your problem device)4. Search for a different Launcher and install it through the play store on your PC. (I used Zeam Launcher for resolving my issue but I did this on a phone so it might not be available for a tablet. You can search for Launcher and find one that way) 5. The new launcher should automatically start downloading and installing on your problem device. You should be able to see this happening on the notification bar. 6. Once finished, just go back to the main screen. You should get the option of what launcher to use. Select the newly installed launcher. (do no use the default option). 7. Once in the new launcher, go to the density changer application and change it back to the original density. 8. Reboot your tablet and it should now work correctly.
NOTE #2: I did this on a phone. I've never owned a tablet so I'm not 100% sure this will work for you.
You can restore your epad to factory settings by going to the settings menu > privacy > Factory data reset. and then your epad should be running normally again.
