probly the heater core when car is warmed up turn heat on and fell of heater hoses going in to the fire wall both should be hot if only 1 is it needs a core.
tried to unplugged the tv for a while to reset excessive voltages in the power supply as will as through the circuit. and then re plugged it again then power on, press any button. if still doesn't turn on take a look at the indicator if how may times does it blinks. it will help out to solved the main cause. the noise that you hear could be the relay in the power supply is trying to turn on. but something error in the circuit was being detected. so the blinking code can help us to determined where you gonna check.
