Three Blinks: Three blinks of the power LED indicates an over-current or over-voltage condition in one of the DC supplies of the AP board. The AP board is repairable. Therefore the use of an ohmmeter and peak-hold-voltmeter is required to determine the cause of the shutdown. An over-voltage condition is definitely a defect of the AP board. An over-current condition may be due to a short circuit located in the APh

These blinks [flashes] are fault indication (Error Codes). From the number of blinks occur at one time switch ON, you can get an idea about the faulty circuit section inside it. This will make repair easy. These are called blinking codes. Make sure about the exact number of blinking of the standby/power LED, by switching On & OFF the set, for at least two times. Count it carefully. If you wish to get some details, check the site linked here. It has details about blinking codes, and fault locating procedure, to many popular brand TVs and other devices.

Horizontal lines across the lcd panel, how to fix it?

Couldn't find your model number on the Panasonic Website, however, I did locate that they have 2, 32-inch models. Try this link: http://shop.panasonic.com/shop/model/TC-L32XM6?t=tutorials&support#tabs
I would suggest clicking on the Help and Tutorials tab and follow the instructions for "How to Reset your Panasonic Veira TV". If that fails, try researching their site more or contacting their Support team for help.

I have a 2008 46 inch Panasonic Plasma. Whenever I try to turn on the tv within an hour of turning it off, the tv doesn't turn back on and the power light blinks. To get the tv to turn on I h

I will be the barer of bad news. your Panel is failing. Plasma TVs are only made to last 5-7 years. 10-12 is more realistic from what I have seen. The TH46pz85u is a great model of TV but when that starts happening it means the panel is beginning to fail. Replacing the panel is cost prohibitive and they don't even make them anymore.

You will be wise to spend your money on a new TV. newer TV's are much more power efficient as well. your 46" TV draws a lot of electricity. Your TV draws almost 650Watts of power. A comparably sized TV today(55" or larger) Draws around 200 watts. Significantly less.
