Try opening your laptop so the motherboard is visible,try to check to button that is underneath the power button making sure that the ribbon is securely clipped in,if it is you may have a problem with the actual chip that turns the laptop on, if your 100% that the chip works, check the PSU,simple things like scratches on it can damage the power supply if there isn't any scratches, check the battery.
