It depends on where you live, and who your telcom is. A general rule of thumb is that if it aint broke, don't fix it. In other words, you can't undo a firmware upgrade in most cases. Like most android phones, the factory it came from, never releases updated for the software, unless a major problem is discovered.
If you want to have a newer android version, look on the fora, where they discuss unlocking and updating android phones. Be aware you need to root the phone and you need a package that fits your phone.
