Are you installing a rom from .zip file? I assume you are doing that. To follow these steps, you will need ClockWorkMode and rooted stock rom. In recovery mode, load CWM, Clear dalvik cache and data partion and then install ROM .zip fike. Try to obtain new package of ROM files. The one you may have may have some internal configuration problems. Now, if your phone doesn't load any OS, try flashing with ODIN with stock ROM packages. You can download it from xda-developers or by searchibg it in google.. Note, try to watch some demos from youtube before actually doing it. It will help you to know correct procedures.
