1) Oven doesn't seem to heat up as quickly as it used to. 2) when baking the bottom gets done before the top. 3) the top element works on the broiler setting.
No, the top element was designed to only work on the broiler setting.
Testimonial: "Took the back panels off the stove and found the main power pigtail connections had not been properly tightened. The red positive terminal was discolored and the insulation was melted for about an inch up the wire. replaced the pigtail and properly tightened all connections and the range works great again."

Visually inspect the element for any kind of rupture on the shield covering the element. If it looks good the next step is the wire connections at the back of the element. Most likely is has a burnt wire. You will have to pull the back cover off to check this.

Sounds like a thermal overload has opened up during clean. It may be mounted on the back.

After removing the racks, rack rails and the back plate I removed the 2 screws the hold the bake element. Lifting the front of the bake element up and carefully pulling the element out and gently moving the element so the connector clear the hole I was able to disconnect the wire. After testing for continuity with an ohm meter (non found) I determined the element need to be replaced. $37 and 45 minutes total.

Trying to better define the problem....
Do you have any cuts, holes or "shorting" or tin-foil/aluminum around your bottom bake heat-element? If so, you may need to replace the baking Heat Element. (Ensure you do not use aluminum foil around your heat element to prevent your oven from getting dirty)
To replace your baking heat element, with power off; remove 2 screws securing the bake element. Slightly tug and pull towards you for about 3 inches or so and disconnect the connecting wires at each end. Then completely remove the heat element and install new in reverse manner. Whats' you're model number?
