It may be due to network lock,
you can get unlock codes here http://www.mobileunlocksolutions.com/sony-ericsson-vivaz-pro/rs1wp9/
 you need to specify the country and network provider

Make sure the SIM card can be used with the new phone. Some are not compatible. If you have this problem, copy the contents of the SIM on a PC or Tablet and then copy the file to the new SIM. Hope all comes out ok.

Are you sure you unlocked it correctly? Try it again to see if the process completed correctly. It sounds like it isn't fully unlocked.

My phone will only let me make emergency calls, I have turned it off and on, tried cleaning the sim, but it keeps giving me the message 'sim not provisioned MM#2'.
SIM may be damaged or something happened to your account settings with your carrier. Call your carrier and have them check your account. Stopping into a store, they will check your programing and provide you a new SIM card for no cost. Good Luck.

Your sim card is inactive. You just need to put your active sim card in the phone or have it replaced at an ATT store.
