2 problems, your using a netbook that doesnt have an optical drive (cd/dvd) and you need a windows cd.
I dont think there is anything you can do until you call your retailer and request a copy of windows cd.
After that you can do a windows repair. Use the link below to see you options for accessing the cd once you have it.

Enter in "Last known good configuration.
Then Remove temp files from computer. Press windows key + R then you can see type in run "%tmp%" without "" then press enter then remove all temp files.Type in run "prefetch" without "' then press enter remove all prefetch files. Type in run "chkdsk /r" then press enter then press "y" .
Then right click on my computer icon click on property then click on hardware tab then click on "hardware profile tab"
Then select another profile is there is 2 profiles then apply and check but if there is only 1 profile then you need to create new profile with below method.
Click Start, click Control Panel, click Performance and Maintenance, and then click System.
On the Hardware tab, click Hardware Profiles.
In the Available hardware profiles box, click Docked Profile or Undocked Profile, and then click Copy.
Type a name for the new hardware profile, and then click OK.
Click the new profile, click Properties, select the This is a portable computer check box, and then select the best description for the profile (the docking state for the profile).
Click Always include this profile when Windows starts.
Let me know if you need further assistance. Thanks for using FixYa.
SOURCE: windows could not start because
Go to start run and type chkdsk in run and hit enter. Let dos run until finished.
Go to BIOS, find option 'Data Execution Prevention', and enable it. Moreover, enable option called 'Virtualization Technology (VT)' feature, in a case; you are trying to install Windows 8 from virtualization software like oracle or VMWare.
How to enable above option
To enter in BIOS, restart computer and on very first screen find a message like this:
'DEL to enter setup'
'Press Esc to Enter Setup'
'BIOS Configuration: F2'
'F10 to Enter Setup'
Carefully find any message on your screen and press respective key to enter in BIOS.
Once you enter in BIOS setting, go to Advanced Options and select Processor then No Execute Memory Protection, if not, then Security > Options and Select Execute Disable. Change this to 'Enable' or 'On'.
Save changes and Exit Bios Setting if you perform Windows 8 installation in a new PC, otherwise move on to next step
Enable Virtualization Technology (VT) feature
Go to BIOS setting by following above-mentioned steps. Go to Performance options. Change the Virtualization feature to 'Enable' or 'On'. Save changes and Exit BIOS setup. Proceed to next step if your system supports the security feature. This is how you can solve the issue.
