Do you know what fuel pressure regulator is ? These like to leak when they get older !
The cartridge type fuel pressure regulator (1) is a diaphragm-operated relief valve (6) with fuel pump pressure on one side, and regulator spring (2) pressure, and intake manifold vacuum on the other side. The regulators function is to maintain a constant fuel pressure across the injectors at all times. The pressure regulator compensates for engine load by increasing fuel pressure as engine vacuum drops.
The cartridge regulator is serviced as a separate component. When servicing the fuel pressure regulator, insure that the O-ring backup, (3) large O-ring, (4) filter screen, (5) and small O-ring (7) are properly placed on the pressure regulator.
It's located on the fuel injector fuel rail !

Where is the fuel pressure regulator located on a 99 regal gs supercharged

should be on the fuel rail, take the plastic engine cover off and you should see the injector rails on either side of the supercharger, got to be real close to the line towards the firewall

I have a 1990 Buick regal that does not turn over on first attempt and is sluggish to start.

Just to clarify, cranking is the same thing as turning over.
If it cranks but does not start, you need to check the fuel pressure with a gauge before and after you try to start it.
The pump relay allows the pump to run for 3 seconds before the engine cranks to boost pressure in the line. If the check valve in the pump is bad the pressure will drop off when the engine is not running.

a bad MAP sensor will definately keep the car from running properly, some vehicles run really rough when it's bad and others won't even start.

1990 buick regal 3.1 when i go to start car it runs sometimes if i'm lucky, idles up, then dies. i can hear fuel pump turn on,when i go to start it. replaced the- well basically everything except crank...

The fuel pressure regulator on w bodies is right on the fuel rail. It looks like a top that kids play with sort of, there is a vacuum line that plugs into it, ironically this is how you test it, you simply unplug the rubber line that plugs into it and smell the end of that hose, if it smells like gasoline its bad, if gas drips out, its really bad. BTW this is usually the culprit when 3.1 act like what you described. Also if you have an oil leak on the end of the engine, drivers side, it is a pretty simple fix, the oil pump drive is where its leaking it is a simple o-ring, make sure to get a silicone one or you will probably be doing it again soon, NaPA has them on their help rack. On frist attemp to start car, cranks then dies after few seconds ckd fuel rail , had no pressure , replaced fuel pump regulator , no help !

do you hear the fuel pump turn on when you turn the key to the run position? If not the check the fuel pump relay.

If the car will start and run for a few seconds then die, It may well be the crank position sensor.

92 Buick Regal idles too fast and sputters as if not getting gas. Changed fuel filter, didn't help.

Check the fuel pressure first, get the schematic for the pressure. I think it has to be between 37 and 45 psi. If the fuel pressure isn't in spec, then your fuel pump is to blame. If not then check fuel pressure regulator. Also, go to the library for a Chiltons or Haynes. Happy Hunting!

Where can i find this at in my car : Fuel Pressure Regulator ?

It should be along the fuel rail or at the end of it where the fuel injectors are connected to,it's round in shape and has a vacuum hose connected to it.

most likelly it is your fuel pump is not puting godd fuel pressure
have the fuel pressure test and if it is low have the fuel pump and filter replaced
