This could be a number of things. Clogged air filter/fuel filter/carburetor/fuel tank lid breather hole, cracked fuel line or primer bulb, or clogged spark arrestor in muffler. You need to disassemble the carb. and spray with carb. cleaner. If you need tips on how to do this, just let me know. You may need a new carb. kit as well, but we won't know that until you first perform the first step, or if the carb. parts are more than 3 years old. If they are, then go ahead and buy the carb. kit and replace the parts.

remove the cover and the screw holding the recoil down, turning the pulley ccw should release the spring then wind rope around pulley and (hopefully yours has the slot in it) wind in the direction of the pulley teeth then, holding rope in slot put back on spring and wind cw till almost tight, and install screw. Usually you can do this without taking rope handle off. sometimes you have to remove handle. look at spring end in the middle and make sure its not broke as long as you have it apart. Its a easy fix.

You may have a small air leak at the carb, sometimes found at the bulb primer. This allows the engine to stop picking up fuel due to sucking air into the fuel line. If you re-prime, it will run again for a short period?

Under what conditions does it bog down? When it just idles? Cold or hot? When you give it gas? When you try to cut?

Sounds like you will need to clean your carburetor.
Sometimes you can get by with priming it a few times, and letting it
run a few times like that and it will flush the gunk out of the jets,
but most of the time you will need to rebuild the carburetor.
If the mower is over a couple years old, then I also recommend that you
buy and install a new carburetor repair kit, because the diaphragm will
get hard and that will cause it to be hard to crank.
When you clean your carburetor and remove the jet screws, count the
number of turns it takes to seat the jets from their original position.
That way when you go to put the jets back in, you know how many turns
they were in/out.
