SOURCE: fan cutting on and off every 5 mins

The only thing that is going to but the fan off is the thermostat. When the fan stops, immediately check the thermostat on the wall. See is there is power between the B terminal and the GH terminal. If none, then replace the thermostat. If there is, then replace the control board in the AC. That means that the fan relay on the printed circuit board is weak.

if you tried direct power and still nothing then your fan needs to be replaced . there should be a a/c supply store near you . get the model - serial number on the fan or the unit itself to get the right fan for your unit . hope that helped

15,000 BTU stating current 18 to 20 amphs. And running amphs will be around 6.5 to 7 amphs.

it draws locked rotor amps at power application. capacitors boost it quicker then you read it if all ok then runs at full load amps.

Dometic Duo Therm, 15000 BTU: Thermostat works, fan runs, but no cool air. Any ideas?

Check the compressor and the condenser fan to see if they are running;they will have to be checked from the roof. If one is running and not the other then check the capacitor for the one that's not. If both are off then check the contactor that controls them. You will also want to make sure they are getting power. If they have power and the capacitors are good, check the motor windings for the fan and compressor. Hope this helps. Let me know what you find.
