I have a troy bilt pony and the drive belt to engage to blades keeps coming off. I have replaced the belt and the pully what else could it be?

well i would take a long look at the spring which holds the tension pulley in place. if it is weak, or not connected correctly, there will be inadequate tension and the belt can come off. I would also take a look at whatever fasteners keep the deck in place as if it is not kept to the rear, there again will be too much play in the deck belt.

Just bought a pony with a five horse the carb seems to be giving way to much fuel fowling the plug and spraying out the muffler

Sounds like the float level in the Carb is stuck open or set to high.

RECOMENDATION:
Shut off fuel and remove float bowl and inspect for proper operation.

INFO:
You most likely have trash keeping the float valve open or out adjustment..

Hope this tip helps.

Troybilt pony wont go into drive.

Not technically a solution, but there are Troybuilt tiller forums out there on the net. MTD bought them out some years back and some parts are still available. I had to go thru them to find a part number for a mid 80's Horse unit that had a broken drive coupling. Anyways, they have parts breakdowns and manuals on their site. And I've seen some on ebay if you need parts.

How do I change the belts on a troy bilt tiller

remove plastic belt cover
remove the guard,belt/pulley
work in the right side first:
remove the rigth-side wheel
remove the screws of the bumper
remove 2 screws on bracket/transmission assembly
pull the bracket
install the new belt
reinstall the right side screws and wheel

do the same in the left side
Ps: remove the belt guide, and reverse return spring

Backfiring engine on start up

Could be anything. An air leak between carb and motor, wrong jet settings(air fuel mixture), choke adjustment, water in gas, and more.
