Rebuild the carburetor. Just replace the old gaskets, diaphragms, needle and seat. You can get a rebuild kit from your local lawm mower repair shop. also, don't run last years gas and if you keep gas in the tank over the winter buy a winterizer and pour it in the tank when starts to get cold. At this point you will need to have the professionals check the governor and valves for damge
Ok after a little research I found that the small Honda engines b\carbs are at fault even after a rebuild. Check in tank filter, common problem. Make sure fuel in line is flowing. Check air filter. Buy new carb if no changes. This is common with these and should be pretty cheap to replace.

This is true, carbon build up could be causing valves to stick. Didn't know that there is an advance on these motors?!

Rebuilding Carb did not help. No diaphrams in this style carb. Governor or valve problem?
Check the valve lash for proper adjustment.
