SOURCE: I had a stem replaced in my Citizen ECO drive mens watch.

Nothing is right here. First of all you have to go back to that watch repair shop and ask for receipt for what was done. Stem itself cost about $3-$5 and the rest is charged for quality workmanship. Yoy must get full description of work done. Watchmaking trade rules are very strict and if there were any other faults than the faulty (broken) stem, they shuld inform you ASAP and explain all the job and extra money involved.
And the most important - no decent watchmaker can return watch to the customer without properly checking it's timekeeping, functions, e.t.c., so, the only one to blame is the company who did repairs.
Copy receipt, write an email and contact Citizen directly, explaining everything to the smallest detail. They shuld give you full support and even return the money if you are lucky enough.
