SOURCE: exterior finish on stainless steel model peeling
Just a thought. Our frigidaire stainless steel refrigerator came with a temorary protective film on the steel parts that we peeled off after it was installed. Is it possible you never removed your film when you got your refrigerator? That may be what is starting to peel off now. Again, just a thought, I could be wrong.
SOURCE: Rusting of the door on a stainless steel refrigerator
True stainless steel will not rust, but it can get rust stained, which could be removed. Without any further info about your situation, I'd have to guess that you have a high iron content in your water supply, and thus rust issues with your sinks, etc., unless you have a good iron reducing softener and the water to the refrig is not running through that softener. Again, without further info, I'm guessing the rust issue is at or below the water dispenser area. Keeping the water from spilling over the drip tray will help. You might try Wink rust remover, but do test it on an inconspicuous area first to make sure it will not adversely affect the finish in a visible area.

I would try a product called Evapo-Rust! Evapo-Rust will remove the rust without damaging the stainless steel finish on your refrigerator. After you remove the rust you will then want to apply a rust inhibitor to keep it from coming back. You can go to a website call http://www.rustremover.biz to learn more about Evapo-Rust. You will also find that they sell a water based rust inhibitor that will work to keep the rust from flashing back for up to 6-months.
