It sounds as if you still have Carburetor problems.
Use
a Den Tek Brush, (http://www.drugstore.com/products/prod.asp?pid=165357&catid=1152), to
clean the small portals in carb. These portals can become blocked.
(If there is a small screen in the Carb., this can get blocked too.
Make sure that it is clean as well.)
Reassemble and start. (If there is a small screen in the Carb., this can get blocked too. Make sure that it is clean as well.)
If the carb. parts are more than 4 years
old, you may have to replace them.
If you need further assistance
on: 1. Fuel line replacement or 2. Carburetor kit replacement
You can check the linkage that links the governor to the carb. If that is fine then you can check the fuel line for a blockage, the carburetor for debris, and if that is fine then you may want to try sanding the rust off the magnet (on the fly-wheel).
Should be a metal tag somewhere on the tiller that gives all the information, Will give Model #. type and serial #. Your parts dealer can I dentify the carburetor from those nos.
The choke (butterfly valve inside the carburetor) is attached to a lever on the side of the carburetor. This lever opens and closes the butterfly valve. Attach the choke cable to this lever.
Your engine number is wrong by only one character. The proper number is H30-35387S you had a 5 instead of the S. You can download the engine manual from Tecumseh. I don't know about The rest of the tiller. (I have the same tiller).
