I check the imei number that you provided. It says that the IMEI isn't blacklisted. It also says that this is a valid apple serial number. But something that confuses me, it says that it's an apple iphone 4 registered with at&t, but it also says that it's unlocked.

If your IMEI is still good your phone is blacklisted and only your provider can fix that. Otherwise you have to repair your imei

brother you can unlock it free by using IMEI entring procedure. you have to do that first check your IMEI then logon website unlockitfree.com then enter there your IMEI and get master code for your brand. or Check this trick*#7780#. it may works but you should check Master code.
