On the sign-in page click Messenger > Connection Preferences - make sure there is nothing untoward in the lower 2 boxes - if incorrect make changes using the drop-box options > OK

This happens when you IP phone communicated with the Voice vlan with the IP address of data vlan.
To solve it manually enter the IP address of the TFTP server and option 150 on the DHCP server.
remove the voice vlan from the switch port and reboot the phone
again add the voice vlan and reload the phones
Make sure that your ISP is not blocking port 80. You can check that here. (Otherwise switch to another port like 8080 or 805)
Have you setup your DDNS service on your router or ensured by other means that no-ip has your up-to-date external IP? (Make sure that your external IP matches the entry at no-ip.com!)
Set your LAN server to a static IP address
Make sure that port forwarding is enabled and pointing to your server. - That means: if you run a webserver on port 80, you have to set the external port to 80 and leave the internal blank, unless your internal server listens on a different port.
If this does not help, what exactly do your mean by "Fail to connect"? Is it a 404 error? Please provide details.

To get into the web configuration you need to know your firmware on the DPR-1260. If it is 1.12, us http://dlinkps-xxxxxx where the X's are the last 6 number of the mac address. If it is 1.20 and up, use http://dlink-xxxxxx, where the x's are the last 6 number of the mac address. If you do set it up as DHCP or static and know the ip address of the print server just type in the ip address of the print server on the address bar.
