It's likely that the speakers are blown out if it's quiet and making a crackling sound. To fix that, the speakers can be replaced or you can use external speakers.

I had the same problem, and it always seemed to be a resource issue. (CPU running near 100%). Somehow my Acer ePower Plan was set to "balanced" and when i looked at the settings for CPU speed when the computer was plugged in, it was set to LOW !!! So, I changed it high, rebooted and it now sounds great.

Dear craigpawlak,
I think the problem you are facing is an issue with drivers.
to ensure this is a problem as I mentioned, follow the following steps:
There
you will see the drivers installed for your PC and see if any hardware
list is accompanied by a question mark that's the hardware driver is
not installed.
Solution to the problem is to install drivers Bluethoot, you may get in the cd when you bought it. if you do not have it, then I'll give the link to get these drivers. (available for Vista and XP). Click here to download driver
How To Install Driver ?
Do not hesitate to contact me if there is a problem or my explanation is less understandable.
regards.

+ Increases the sound volume.
(press the Fn and UP Arrow keys together)
if it is still too low, you will need to right click the speaker icon in the corner of your screen (near the time) and click "Adjust Audio Properties"
