If restarting it doesnt help then there is a problem with the Tablet. If it is the Tablet then you should see if you have warranty or if you can get an exchange.

I am very sorry you are experiencing this problem. I will do anything i can do to help. Your phone HTC Shadow is known for freezing. It is like a defect. I suggest you get a different phone. Get a new one from T-Mobile.
