Most PCI capture cards are designed to receive digital audio and video from a source like a camera and send it to the hard drive for writing. If the sound from your recording device during playback is okay you can guess that the PCI card is doing what it is supposed to do. If video is recording properly I would say you have a speed mismatch between the PCI card and your hard drive.
