When turned off the tv makes a whining sound (not the expected whining noise) and then sounds like a wheel (like on Wheel of Fortune) slowly winding down. Yesterday it didn't come on (sound, no picture) so I shut it off and unplugged it, put the plug back in, turned it on and it came back on. Any ideas?

The whining if it sounds like a mosquito type whine! it can be a capacitor, i have same issue, you can usually hear when u are on standby but if your hearing like a "wheel of fortune"! and slowing down would likely indicate it's a fan which is possibly covered in dust and the whining is the fan stopped trying to power forward or it slowly moving and slowing down. If you think it's the fan you should unplug your TV to avoid the fan burning out then have someone who knows what their doing take a look at than fan for you and clean the dust away from it, you may be able to get some access through vents in the side and can try your vacuum cleaner in those vents while TV is unplugged but i'd not go messing inside a TV without wearing some rubber gloves!
Looks like the engineer would need to remove TV casing, check fan to see if it is blocked with dust or not, or if just failing for other reason then either clean or replace. If you don't get it done and the fan fails to cool the TV your risking other vital components overheating and breaking for good so best get it looked at, sounds like the fan to me...

Assuming the noise is a high-pitched whine, then yes, it is the color wheel.  If the color wheel goes out, the TV will turn on for a while, then turn off when it can't establish color wheel sync.  The color wheel has to be in sync with the mirrors on the DLP, so if sync can't be established, the TV turns off.
You can order a new color wheel from Sears or partstore.com (among other places) and replace it yourself, if you are so inclined.

Clinging winding in steering power steering goes out every now and then could this be a wheel bearing if so can i see a diagram of that

Sounds like your power steering pump is slowly going out. Eventually it will go out all together and you wont have any power steering.

The wheel bearing shouldn't have anything to do with the steering.

If you feel your wheel bearing is shot too, jack up the car, support on a jack stand, and spin the wheel by hand. Listen for any unnormal sound. Grinding, whining, etc.

When I turn on my Samsung 46" DLP, I get this whining noise that sounds like a soft siren winding up. It cycles on and off with no picture, and then shuts itself off after a few cycles. Sound only.

The tv have a colors wheel is design in it.The whinning noises is it the causes by a dying colors wheel it is spinning off of it motor axis.The colors wheel is dead,require replacing.The colors wheel sit way back of the tv.Have to take out many mechanical parts out before can even come to the colors wheel itself to replace it.If u have no mechanical skills don't tries to replaced the colors wheel by ur self.Hire a tv Tech to do the job,if u don't u do a wrong installation of the new colors wheel in ur tv u will regret it,because the colors wheel functions,link to the tv Light Engine Block itself most exspensive part of the tv beside the CRT-tv tube.

TV picture does not turn on

No,this tv have a colors wheel,it dead.The tv turn black&white,make loud grinding sound,make loud noises like a motor.All indication the colors wheel is spinning off of it axis motor and not functioning anymore.Hire a tv tech.to replaced the colors wheel,very difficult to replaced,many machanicals parts to take out,before even can see the colors wheel to replaced.

Projection tv has really loud buzz or hum

You may not see any deterioration in the picture when the color wheel begins to go bad. The noise will get louder and eventually, it will shut down or the wheel will shatter while the motor continues to spin. If that happens, you'll have a black and white picture.

If its a Samsung DLP that is mercury vapor lamp driven, its a safe bet the color wheel is going bad.

Failure to start, period.

the whining you hear is most likely the color wheel
it need to reach a curtain rpm before the lamp will kick on
i will almost gurentee one of the colors is broken on the wheel
