The low voltage light would indicate that there is not enough power reaching the amplifier through the power wire. Are you using 4awg or bigger wire? Is the amp grounded well? Does this happen all the time or just at high volume?
Try checking your power and ground connections and ensure that you are using the correct size of wire.

Try a powered USB hub, this will boost the power in the USB curcuit.
Also ensure that in Device Manager, USB Root HUB, Power Management tab, that the option to let windows turn off the device is unchecked.
Maybe there are some problem in your start button (the button wire connect to mainboard is Loosening.
Please press the start button for about 3-4 seconds then see it would start. Always it may solve the problem, this happend to my inspiron 6400 too, after used for years the start button failure. It shows only power lamp lights green but the other light cant light red.
If no, maybe your must change a power supply, as the lower volt current cant start all the device.
