These errors can occur if the Sata Controller Mode Support BIOS setting is set to the wrong setting.
To determine if a BIOS setting is the cause of the error and to fix the problem, use the following steps:
Turn on the computer and immediately begin pressing the F10 key repeatedly until a BIOS Setup Utility Screen appears.
Press the Right Arrow key to select the Advanced window.
Press the Down Arrow key to select Sata1 Controller Mode .
The computer was purchased with a hard drive configuration in standard IDE formatting or as a Redundant Array of Independent Drives (RAID). Select the appropriate setting that matches the configuration that the computer came with: IDE (default) or RAID
Press Enter .
Press F10 to save the settings and exit.
The computer opens Windows. If not, the computer may need to be serviced to replace the factory BIOS image.
The problem is caused by a damaged Windows installation CD.
There are some files that cannot be read from CD, so Windows gets stuck.
It tries to restart to continue with installation, and keeps doing this on an endless loop.
Solution:
Get a goos Windows Installation CD and start from scratch, (format and load the new copy of Windows)
this is generally a system error ... you didnt mentioned which windows version you are using... but this error mostly occured in XP.... Dont worry... format your computer and install XP again...
You have to format your hard disc. Place your purchased verion of Win7 into the DVD drive. Power up the laptop and boot from the DVD. In the menu, select "Install fresh System" and let it format the drive. That will sort out your problem.

when you say flash do you mean sd card or similar device if so card reader drivers not installed or incorrect drivers or mem card format not recognised...if theres nothing on it you need format it,If it is alredy formated by another device you need to reformat.
in windows it formats as storage disk in cameras they format as dcim
I just spoke to WD support...here is how to solve your problem:( I had the same problem and it works great now) 1. Connect your WD ext. drive. 2. Click open Computer. 3. Double click open the WD blue icon. 4. Double click open WD_Windows Tools. 5. Double click open WD drive manager. 6. Double click open the Setup icon for Vista 64 (the other icon is for x86 windows) run the setup and it will take care of your problem. enjoy!
Check memory card from computer with card reader. If that doesn`t help. Try formatting memory card from camera or from computer (it will destroy data on card). Most likely your pictures are alredy lost.
