Unlock my IFONE P168C Phone

I bought a phone off e-bay from a person in Flordia. they said it was unlocked. I have takin it to my provider. and there telling me that it is locked is why it can't read my sim. Can you help me

NETWORK UNLOCK CODE:
To unlock your mobile you need to get network unlock code(NUC) from current service provider via phone or go to service provider office.

While you get the Network unlock code ,the service provider customer care officer will ask for your personal details to check whether the mobile belongs to you only.If they are satisfied with your answers they will provide with the network unlock code.

RESTRICTION CODE:

To get restriction code you have to call your previous service provider. This code is provided to prevent in case of theft taken place the other person cannot use your phone in other networks.

While you get the restriction code ,the previous service provider customer care officer will ask for your personal details to check whether the mobile belongs to you only.If they are satisfied with your answers they will provide with the restriction code.
