I had the same problem with the same shredder. The unit uses mains voltage which is rectified to DC and eventually feeds two 12V zener diodes wired in series for a 24Vdc supply. These are 1N4742A (Radio Shack 276-0563), 1W parts. They overheat and will short, which you can verify with a VOM. I reassembled the unit, but recall they are away from the relays at the tail end of the large white colored power resistors, side by side in the same direction. I think Z1 and Z5. After replacing these parts, green LED and reverse, etc. will work.
You have an optic sensor that is blocked or shorted. If you take it apart you should be able to identify the problem. It is up by where the paper feeds in.
I have had the electric eye come out. they kind of lock in there. I have had a couple push back. I had to take glue the electric eyes into the slot. like I said I have had this happen on two fellows shredders. good luck
