The wash cycle works perfectly without a fault being registered and the completes normally. However it's clear not enough water is being pumped into the system to clean effectively. Manually pouring water into the machine at pre rinse, wash and rinse solves the problem, but is not a solution!

Check this link out. It will provide several troubleshooting steps to try. Typically insufficient water is related to the inlet valve screen, a stuck float or something fairly easy to diagnose.

Siemens and other large companies do not generally produce appliances that do not perform the intended function so it would be reasonable to assume your machine has a fault.
You will probably need expert help to cure that fault...

How much water are we talking about? If its say less than 2-3 cups, It may be the way it is plumbed to drain. The drain line is back washing a little after everything is finished.

Hello, If your unit is not getting enough water inside of it one of the first things that you would check would be the water inlet valve. If you follow the water line going to the dishwasher the water line itself connects to the inlet valve. Using a multimeter you can remove the connection going to the solenoid to assure that the valve is getting power if the valve were not to be getting power then you would look at the float switch which is usually found to the right of the inlet water valve. If you do have power going to the valve yet you still do not have water flowing past the valve you will most likely need to replace the inlet water valve in the unit.
