Why does only one of the two sockets in my ceiling light work at once?

There is no circuit that would do that (for instance if the bulb were in series with a plug it would not work when the bulb *isn't* there and would work poorly when the bulb *is* there. If they were in parallel they would not affect each other etc). It must be a loose connection and also turning the light would make the socket fail too. You can turn the power off at the circuit breakers, and uninstall the light and sockets, and take it apart and check. By the way, depending on what country you're in, there may be fire safety laws about some types of lights like that, for instance they are not allowed to hang down by the wire.

When I flip the manual switch it clicks but the lights wont turn on.

Manual override should turn lights ON-OFF even if timer has gone bad.
It sounds like problem is electrical.

Suspect line-up:
Test that timer is getting electricity from breaker.
Burned out bulb. Change bulbs. Spray WD-40 on bulb threads before installing bulb.
Outdoor wiring can go bad easily, outdoor bulb sockets become dirty and stop functioning.
Loose wire between breaker and timer -or- between timer and lights.
Loose wire inside timer box. Tighten screws.
Loose wire on circuit breaker. Tighten screw on circuit breaker.
Tripped circuit breaker: click circuit breaker all the way one direction and then all the way back other direction.
Bad circuit breaker. Move wire from one breaker to another same-size breaker.

I have a 3 year old Panasonic Whisperlite FV-08VQL4 ceiling fan for the bathroom, with two CFL bulbs (18W each). One of the two bulb locations is bad -- it won't turn on, regardless of replacing the bulb...

Sounds like a loose wire inside the unit. But, I would try this. With the power off, both switch and circuit breaker, try and bend the center contact for the light bulb out; pull it out away from the back of the socket. This may be the bad contact. The center contact on the bulb touches this in order to get power up into the bulb. Using a small screw driver, try and scrape the surface of this contact to clean it a bit. DO ALL OF THIS WITH THE POWER OFF!!!
Hope this helps.

New bulbs in chandelier don't work

A light bulb is not a terribly complicated thing. I think you're saying that the bulbs are OK, but they do not seem to function in some of the chandelier sockets. Is that correct?

Assuming the bulbs are not burned out, the only reason this would occur is if they are not making good electrical contact with the socket. The bulb makes contact in two places, on is the threaded base and the other is the metal contact on the base of the bulb. My guess would be they are not threading in quite right and then you're not able to screw them all the way in so the base makes electrical contact.

Before you rate this solution I hope you'll take into account that I'm not paid to do this, I'm just trying to help. I have no idea what you're reaction will be, but I'm really getting tired of getting poor ratings for trying to help...especially when I seem to be the only one who responds on a question.
