Have you tried pressing a channel button? Get a cheap programmable multi remote and programme that until the TV responds (You have this problem listed under TV's (CRT) but its not a CRT :))

The relay should pull in steadily. Check the connections with a meter, on the motor. The battery may be fine but a little corrosion on a battery contact will cause this.
What dose it do after starting then you turn it off whet dose it do /how and wheat type of sound dose it make ,,dose it just go clonk and nothing else/or dose it turn over slowly and dont fire Iwant to get all information before stating the problem.
If it tested ok then the starter should be good
