When you press the power button it starts up to the leapfrog logo but won't go past that. It won't connect to the computer because it doesn't boot up and doesn't register as a USB device for the computer. I tried the tune up processes (holding the volume down, home, and right direction button at the same time as powering it up) but it won't complete the tune up processes. It gets to about 35 percent and stops. It was sitting there for an hour and a half before the batteries died. I tried it again and the same thing.

Reset the iPhone by holding the sleep/wake button at the top right of the device and the home button at the bottom center of the face at the same time. Hold them both until you see the screen go black and the white Apple logo appear. When this happens, you can let go - the iPhone is rebooting.
Resetting the iPhone should not remove or delete any data or settings.

If the HDD is not being recognized then run Auto Detect to recognize the HDD. If it works fine, if not then the HDD may need a change.

It is possible a capacitor is blown out in the circuitry for this camera to operate taking photographs. The USB is working since that is on a different circuit. To repair this would outweigh the cost of a new one

There are problems with the power adaptors. Did you use a VSmile power adaptor, or something that just seemed to fit the unit? Using the wrong power adaptor (like unknowingly plugging a Leapfrog power adaptor) into the unit can cause damage to the Vsmile Board.
Push and hold the power (smile) button for one minute, then install fresh batteries. if it powers back up, then try:
Dirty Smartridges (the game cartridges) are to blame for about 90% of VTech Vsmile products not powering up.
In some instances, the cartridge slot on the unit itself can become damaged and will cause no power up.
Kids (of all ages) can dirty a smartridge in less than a second, and render the whole system dead.

Laptops are so integrated that usually a system failure that involves power issues such as in your case where you cant get it turn on with anything on the screen mean the mainboard (motherboard) is damaged. This usually leads to buying a new laptop or paying for the board to be replaced which usually costs as much as the laptop.
