You can use an external monitor to test it. If the external screen does not display anything, then your GPU and or motherboard is dying. If your netbook works good with the external monitor, then your screen is dead.

2.install new operating sytem
3.replaced harddisk drive

Check the activity lights, to the left of the trackpad, Is the hdd light flickering? If yes, chances are you have a "broken" logic board/motherboard or even just the display adapter is dodgy.
Since it's new, take it back to the shop or contact Samsung directly.
