WHAT CAN I DO TO FIX IT.
You need the Xclamp mod. I do this at the Playstation Clinic is you need someone to do it. I charge 50usd plus 12.50 return shipping. Go to playstationclinic.com. There are many wrong methods posted on the web. I do the one that works.

If they are all red, it means that your av cable isnt being detected
if there are 3 red, its a hardware failure
2 means that your system is overheating

try using a xbox 360 HDMI lead, you can buy one here: http://www.play.com/Games/Xbox360/4-/12361467/Official-Xbox-360-HDMI-AV-Cable/Product.html?_%24ja=tsid:11518'cat:12361467'prd:12361467
First try removing any accessories (for eg HD drive, hard drive or network adaptor) from the console and turn on 360. Plug each device back in one by one and turn on to check which device possibly causing the problem.
You should also try using another 360 AV cable sometimes this is the culprit.
If the above methods made no difference then the Xbox 360 might be overheating and which will eventually lead to RROD (Red Ring Of Death - 3 red ligthts) or E74 error message (1 red light) indicating repair.
You can buy the repair kit off ebay from £4 - £7 and carry out the repairs yourself with plenty of Youtube videos on the net just google it or if dont dont feel confident i can repair for you.
where you put the cables for the sound and picture if you look on the end where you plug it into the xbox 360 you will see a little switch it has HD and TV on it depending on what your tv supports (HD ready TV) (normal TV) switch that switch to what TV you have (e.g. HD TV, switch the switch to HD) if that doesnt work then try checking that you have all the cables in the right ports if you have pluged the HD cables into a normal TV then this is not going to work, check cables and check the switch!
are you using a hd television? -if so, then replug in your plugs into the television, and make sure that the av cable to the xbox360 console end, is switched to hd.
-if not, then recheck your plugs, check that the av cables to the xbox360 console is switched to tv.
and if this still does not all work, then, its mainly where you plugged in the video cables into the television. so my main advance to you is to recheck where you plugged the video cables.
Make sure that the AV cable is correctly connected to the
Xbox 360
console.
Disconnect the AV cable from the Xbox 360 console, and then
reconnect the AV cable to the Xbox 360 console.
If the four flashing red lights continue to flash, try wiping
the metal area of the AV pack with a dry cloth. The metal area is the
end that plugs into the console. Wipe the metal area thoroughly, and
then try the AV Pack again.
If the AV cable is correctly connected but the four red
lights are still flashing, substitute a different AV cable if you have
one available.
This means the AV cable is not detected, try one of these... 1. Make sure that the AV cable is correctly connected to the Xbox 360 console.
2. Disconnect the AV cable from the Xbox 360 console, and then reconnect the AV cable to the Xbox 360 console.
3. If the four flashing red lights continue to flash, try wiping the
metal area of the AV pack with a dry cloth. The metal area is the end
that plugs into the console. Wipe the metal area thoroughly, and then
try the AV Pack again.
4. If the AV cable is correctly connected but the four red lights are
still flashing, substitute a different AV cable if you have one
available.

3. If the four flashing red lights continue to flash, try wiping the
