I've tried putting a DVD player cleaner in it and that didn't solve the problem why is the play screen not showing up? It sounds like it's loading when I put it in but I NEVER get a prompt screen, what is strange it used to always play my DVDs and just all of a sudden quit. Did I hit possibly a key that cuts off the prompt screen?
No, your dvd drive has gone bad. to check if it is working or not your try to manually open the content of the cd and try copy on the hard drive. if it copies fine then the cd is good if not cd is bad. you might get a error message of bad sector or data randomization.

Generally the Dell 530's shipped with DVD burners, so they also play DVD's, You should have a program on your system like Intervideo, or possibly the Roxio player. If nothing else, you will have Windows Media player.
Insert the DVD and you should get a box open up asking you to play or open folder and some other options.

You've either got a bad motherboard or a bad processor (I'd lean to the motherboard being bad). I would honestly take this into a computer repair shop and have them check both.

try to boot in "Last good known configuration settings" by restarting your pc and then press F8 before windows appear and then select the boot option i mention above. if this not work since you said that it can't boot to safe mode, your other option is to repair the windows or else reformat it. when you repair the windows you must have windows xp home edition cd installer, you load it to your cd/dvd rom and then restart your pc and press F2 or DEL button before windows appear in order to go to setup bios settings. in bios settings, you choose boot order setup and setup first priority to cd/dvd and press F10 by saving the changes and then press any key when you see the prompt so that it can boot up to windows xp home cd installer and then follow screen instruction that you arrive to windows repair option.
