Remove sediment bowl from carburetor, clean all junk from bowl, then clean vertical and horizontal orifices in bowl nut, carefully install bowl and make sure bowl gasket is in place.
Try running at half choke until the engine warms up. If this doesn't solve your problem, the carb need adjusted. Adjustments are at the side of carb. there is idle and high adjusters. Also some may have a separate air/fuel mixture.
If it only runs with the choke on it isn't getting enough fuel. You will probably have to disassemble the carb, and clean well. Engines and carbs vary, but the main fuel passage from either the tank or fuel bowl, just be clean. Sometimes just blowing out won't do. Might be worth buying a carb kit, and clean it throughly.
