You can see a pic at the web address provided. The number is located on the old capacitor and frequently a replacement will not have an exact fit that requires you to modify the space it rests in. The updated part number is
43-25135-16 it is a 3/30 Mfd capacitor.

it sounds like you may have it rubbing against something, check all round, it may be that the wheel / mount has been bent slightly if so it needs straitening.
