Hi,

there is no issue with hardware, the thing one of your program is running continuously, that's why u r note book is not rebooting.

Just go to run and tpye command as "msconfig" here you can find the startup, disable all program with are running in startup and kiill all services with are not related to windows os by, service tab in this windows, here you need to click on hide Microsoft service to avoid to stop Microsoft services.

after that your Dell inspiron 1100 note book not rebooted, you need to do reinstall the operating system and install all new drivers. you can download drivers from dell.com or any third party websites, for more info

Here is a link to Dell Support for your laptop. The modem and ethernet drivers are there, but did not see anything for the usb.

I will look some more for USB. (Did you check your BIOS to see if there was a menu item there to enable the usb ports?)
