I purchased a Nortel Audio Conferncing Unit and cannot get the second call made. If I don't dial 9 first it rings a real fast busy signal. If I do dial 9 first then it does nothing. I have to dial 9 to get the first call out and park it. We do not have to dial 9 on our phone system to get a call out.

So what, exactly, is your question? Physically, you order a second line in a "hunt" group, and plug or wire it into the system cabinet. By default, a Nortel system has 2 lines already programmed to the sets, but you will probably need to activate the second line appearance in programming.

Feb 27, 2010- Speed dial numbers 001 -255 (256-279 are personal speed dial entries) are system wide speed dial numbers and are changed in system programming. System programming is done on M7310,M7324 and T7316 set only.
Enter programming by pressing the feature key followed by **266344.When prompted to enter the password enter 266344.
The screen should say Terminals&Sets.
The 4 top line/feature keys are now used for programming.
At the terminals&sets prompt, press the next key 3 times(bottom right arrow).

SOURCE: nortel phone m3904 won't forward to an outside line
First, you need to call your telephone company and ask them to enable this service. There may be a fee which is why it is not a standard service.
The phone must be programmed with the target line assigned to the number you wish to have ring at that phone. This can be done with the BCM Element Manager interface. If your BCM450 is running version 6, I think this can even be done directly from the phone, but I'm not sure of that process.
