I have an Ovation Celebrity Koa with the OP-30 system in it. When I plug it in, I don't always get sound. I changed the battery, and have a new patch cord. Can someone help me?

Where the socket is for the cord to be plugged in, often the ground will come loose or break on the socket connection, you will need to take off the plate that conceals the electronics of the guitar and see if any wires have become damaged , this happens a lot when your using a patch cord with a 90 degree end going into the guitar , it puts added pressure on a already touchy socket.

Turning it on?

If it is new then something is a bit strange to say the least. Turn all the knobs to midpoint. If it is going to click/pop then you will definitely hear it. Switch to standby, then power to on for a minute then standby to on. You should then see the 6l6 and the 3x 12AX7's all glowing. Plug into each channel. Don;t use a pedal to try any of this. If you get a pop on on ch then it can be one side of the preamp either a tube or one of the op amps on the board.

Make sure you try out the cable/guitar on a different amp to make sure it is working. Could be a cable or plug that is the problem.

Honestly if this is new I'd haul it back to the store and return it. It should just work with no hassles. Once you know your guitar/cable is not the cause then I would take it back and get them to either set it up or replace it. Something is just not right here for a brand new amp.

Signal to the output jack shuts off when the tuner is not on. I have an DJ Ashba model Ovation.

Some tuners require three pushes to cycle through the states: 1. Tuner on with sound going through 2. Tuner on with no sound. 3. Sound goes through. Many tuners were just on and off, but these new ones with the sound and tuner state are confusing people.

Led screen is blank

Check the battery condition. Not all parts of the electronics fail to work as batteries fail... it can appear that the batteries are OK but high drain things like LED screens will not work even though other parts are working.

Yes, a competent Luthier should be able to reset it... HOWEVER it may just need a truss rod adjustment. The truss rod bends the neck slightly to set string height in the middle of the neck.
