Getting the free games will require you to have either performed a system update or connected to the eShop some time PRIOR to August 12th. The games are not currently available in the eShop, so if you don't see them yet, don't panic. Nintendo has announced it will make the 10 free NES games available as of September 1st, and the 10 free GBA games will be available "before the end of 2011". The announced game list, so far, is:

Nintendo:

  1. Super Mario Bros.™
  2. Donkey Kong Jr.™
  3. Balloon Fight™
  4. Ice Climber™
  5. The Legend of Zelda™

Gameboy Advance:
  1. Yoshi's Island™: Super Mario™ Advance 3
  2. Mario Kart™: Super Circuit

  5. Mario vs. Donkey Kong™

If you have an Internet connection, you can connect to the Nintendo E-shop application that comes with the system. When that loads, search for Youtube in the search bar. Considering you have the right amount of space on your 3DS, you can download it and play it from the home screen!

If you are eligible for the Nintendo Ambassador program, you can retrieve your free games through the eShop, so step one is open that up. Once connected, select the wrench icon for "Settings / Other." on the left. Scroll down to "Your Downloads". The 10 NES games should now appear on your list, just select the games and hit "Redownload"! How to get Netflix?
Netflix is now available through the Nintendo eShop. If you do not have access to the eShop, make sure you have updated your system. Here's how:

1. Make sure you're connected to the internet and go into System Settings.
2. Go to "Other Settings"
3. Select "System Update".

After updating, you should have an eShop option on your main menu. Open this up and go into Applications. Netflix should be an available download, for free! You still will require a Netflix account in order to use this, but assuming you already have that you should be good to go.
