Its automatic unless you have disabled it
You will need to get the settings from your service provider (people who supply your sim) and enter the settings or enable it in the connection settings screen on the phone
(start->Phone -> Settings ->connections->gprs if the phone menus are still at there default)

A handy altrnative which wont sync but lets you access the phone as a hard drive (most useful if at a mates house for example) is wm5storage which you install on the phone but you will need active sync or a card reader to install can be found here or here

There is definitely something completely wack with the power management on the 710. Ive tried with different HTC chargers and even a new battery. problems described here earlier accuretely describes my phone's problems but i think i found a way.
:::turn on the power mangement motitor (settings, choice 9)
:::charge the unit
:::the power meter should gradually rise (like 1% pr minute)
:::this indicate proper and true charging
sometimes when I connect the charger the meter will not rise, so then I disconnect and connect again till it does.
Also when using a docking charger it helps disconnecting and reconnecting the power cable from this unit.
:::bottom line: check the power management to ensure that are really charging

The phone is not connected to the active telephone line. ie: somewhere in the settings you can choose the phone # or 000-0000 as the active line. You're phone may be seleted to the 000-0000 as the active line. I de-activated my phone number on my Razr before I sold it so no one could use my #. This made the phone not charge and got extremely hot. When I set it back, all was fine.
