I need to know if
here , double insulated machine only have an active and a neutral pin in the power cable
you can test by testing for continuity between the active and the metal and neutral and the metal
if it has a 3 pin plug consider as not double insulated
No water comes out of C190
Basically there are air pockets in the system that need to be cleared. Make sure the light has stopped blinking before you do this. If the light is blinking it means the machine is too hot. Turn off and unplug the unit. Fill the tank with hot water and run in coffee mode (lever towards you). You have to be patient it may take a while. Let it run till tank is empty. Now start the descaling process. You need to use the Nespresso descaling kit for this. This should solve your problem.

Have you decalcified the machine? They need descaling about once every year - 18 months, and one MUST use the Nespresso Descaling Pack, which is designed for all Nespresso machines. I can't understand why the capsule holder is tight, unless you have used so-called "Nespresso Compatible" capsules, which can cause this. The machines are designed for use only with genuine Nespresso capsules.

First thing to try is a descale. Run the machine normally using it (as if making a cup of both types) a couple of times with a 50/50 mix of white vinegar and water. Leave the machine off but uncleaned overnight.
run a couple of cycles with just water, and if there is still a slight vinegar taste then run a cycle with a teaspoon of baking soda in water, then flush with just water again.
If this doesn't solve the problem, try again with 75% vinegar.
If still not working, there is either a control board problem (may be solveable), or the valve/solenoid that stops/allows the water is sticking, almost certainly solveable by taking that apart and cleaning/lubricating. Definitely solveable by replacement.
