First, you need to determine what, besides the Souleus, is on that electrical circuit, and whether the circuit is 15 or 20 amp.

12,000 BTU A/C's tend to pull 10-12 amps, and they can peak just under 15 when the compressor starts. So a new, right off the shelf unit will max out a 15amp circuit. An older model with a worn out starting cap will demand even more amps at compresser startup.

if the evaporator coil on it ices up the thaws then ices up again your low on freon/refrigerant some use R-22 freon and some newer units use R-134a refrigerant,you can look and see if the condenser and evaporator coils need cleaning because if they get dirty and cant get rid of heat and it will build too much head pressure and the compressor will cycle off to protect it,but it sounds like a low refrigerant problem

Either the unit is really dirty or it is low on refrigerant. A unit tha is low on refrigerant will start off cold and withing a few minutes, start warming up. If you aren't seeing any water its because of one or both causes listed.
