Turns on, but why is it beeping and all LEDs are blinking?

All LEDs are blinking means the head cannot move freely. Clean the iron rod that head moves.

Always paper out lq690

A paper indicator sensor may fail. Replace it. It will be in the backside of the printer near the hole, where the paper is going inside.

The top half of letters on certain lines of print

This usually indicates a need for a new print cartridge or the printer head is dirty. You can run the automatic printer cleaning utilities. Note: do them several times.
Also, if you are a little handy, use Qtips and rubbing alcohol and clean the print head.
