I have a pair of Vivitar binoculars 7X50 297FT @
Sounds like they have been dropped or bumped severely if the optics are misaligned. Secondly the cloudiness in the chambers may well mean that the seal is, or has been breached and moisture is inside the tube. Good quality Bins are nitrogen filled ( not sure if vivitar are ) depends on how high a quality there were rated at.
Your best option is to have them looked at professionally if they are of value to you. Jeweller, or camera stores have repair techs that can correct these anommalies easier and better than an amateur. The repair will also carry a warranty.

I know you are missing this eyepiece. However you will probably NEVER be able to use it. This is a 60mm refractor not much larger than a pair of 10x50mm binoculars. ONLY under perfect sky conditions will you get 120 power from that telescope. The other eyepiece is the one you should use.

No replacement parts available for that telescope. Suggest you take the tripod to a well stocked hard ware store and see if they have any screws, bolts, or clamps that would repair the tripod.
You can buy another photo tripod of course.

hmm I f I were ya ..I coat it in fine leather or something like this (try a professional in this matter ) ...if its about some rubber like parts ..do not try any petroleum based substance to clean it ...cause it might do more harm ...I try something on alcohol ..
if its only about some small parts you can try some tape like material to cover the parts that started to deteriorated and are sticky ...

Missing eyepiece.
You can buy an eyepiece from 1000 different retailers-- just get the correct SIZE usually 1.25 inch BUT many of these smaller scopes have .965 eyepieces-- MEASURE the hole. Here are two places that sell eyepieces--

Do you have eyepieces? At least two? The bigger the number on the eyepiece the LOWER the magnification-- something around say-- 20mm and 10mm ??
Usually their is a small "finder" scope attached to the top of the main tube to use to help you center and find distant objects. ??
and of course a tripod to hold the telescope.
